They're Sim Troopers. If you are me, then you know we've killed plenty of them on training missions. I don't see why shooting one of them now makes any difference at all. [He'd got in the way of a mission. So Wash had killed him. That was what happened when people got in the way.]

The only thing I need, is to find Epsilon and hand him over. That is saving me plenty.
